Extra-ordinary meeting of the Council 18 May 2017

Take notice that an Extra-ordinary meeting of the Council of the above district will be held at Ryedale House, Malton on Thursday 18 May 2017 at 6.30pm. to consider the motion: 

Proposed by Councillor Burr and seconded by Councillor Paul Andrews.

Bearing in mind that

  • the Council has sent its comments on the Joint Minerals and Waste Plan (JMWP) and these comments include a request to exclude the Vale of Pickering and the Yorkshire Wolds from the area where fracking is to be permitted;
  • the potential developers are challenging the requirement in the JMWP to keep AONB's and National Parks free from fracking by seeking to amend the definition of fracking in the JMWP;
  • fracking will completely industrialise the areas where it is allowed;
  • RDC has no planner with experience in mineral planning on its payroll,

This Council resolves to task Officers with the preparation of a brief for consultants to represent the Council at the JMWP Examination in Public. This will help to gauge the availability of consultants and the level of potential cost. The brief shall be drafted by the Head of Planning and will be consistent with the representations made by this Council to the Plan. The brief will be agreed in consultation with group leaders. It is also resolved that the Head of Planning, in consultation with group leaders be given authority to appoint suitable consultants.

Amendment to calendar 2 May 2017

Due to the recent announcment that a General Election will take place on 8 June 2017, we have had to make the following changes to scheduled meetings.

  • Planning Committee - meeting moved from 6 June to 7 June 2017
  • Parish Liaison Meeting - meeting moved from Ryedale House, Malton to Amotherby Village Hall

I can confirm that the Extraordinary Meeting of Council planned for 2 March 2017 has been cancelled as the requisition and motion has been withdrawn.

Notices Under the Licensing Act 2003

The Council’s Licensing Register, where a record of these applications may be inspected, is kept at Ryedale House, Malton

The register of Ryedale District Council and the record of the application may be inspected at the address above.

It is an offence knowingly or recklessly to make a false statement in connection with an application. The fine for which a person is liable on summary conviction for the offence is unlimited.

1. Floor 3 Events Limited, Scampston Hall Parkland, Scampston, Malton, YO17 8NG

Application has been made on 24 April 2017 for a Licence for the above Premises under the above Act for the Atlas Festival from Friday 28 July to Monday 31 July 2017 as follows:-

  1. The Provision of Live music, recorded music, performance of dance and anything similar to the above on Friday 12:00-03:00, Saturday and Sunday 08:00-03:00 and Monday 08:00-14:00 hours.
  2. The Provision of Films on Friday 12:00-00:00, Saturday, Sunday 08:00-00:00 and Monday 08:00-14:00 hours.
  3. Provision of Late Night Refreshment on Friday, Saturday and Sunday 23:00-03:00 hours.
  4. Supply of Alcohol on Friday 12:00-03:00, Saturday and Sunday 10:00-03:00 and Monday 10:00-14:00 hours.
  5. Premises open to the public :- access to the campsite is 24 hours from 12:00 on Friday -14:00 on Monday 31 July. The festival opening hours are 10:00 -03:00 daily.

Representations to the application must be made in writing by 22 May 2017 to Ryedale District Council, Licensing Department, Ryedale House, Old Malton Road, Malton, YO17 7ZG. 

2. Flamingoland Limited, Fortune To Go, Flamingoland, Kirbymisperton, North Yorkshire, YO17 6UX

Application has been made on 19 May 2017 for a Premises Licence under the above Act at the above premises as follows:

  • The provision of late night refreshments each day between the hours of 23:00 and 01:00.
  • The hours the premises are open to the public each day between the hours of 09:00 and 01:00.

Representations must be made in writing by 16 June 2017 to Ryedale District Council Licensing Department, Ryedale House, Old Malton Road, Malton YO17 7HH.

Anyone who wishes to make representations regarding these applications must give notice in writing to Licensing Team, Ryedale House, Old Malton Road, Malton, YO17 7HH no later than 28 days after the application date, stating the grounds for representations.

A record of these applications may be inspected within the Ryedale District Council Register kept at the address shown below.

It is an offence to knowingly or recklessly make a false statement in connection with an application. Maximum penalty £5,000.
